DESCRIPTION OF DUTIES/CLARIFICATIONS FOR LABOR CATEGORIES
NOT COVERED BY SERVICE CONTRACT ACT (EXEMPT POSITIONS)

PROGRAM MANAGER

The incumbent is responsible for overall operational performance and compliance responsibilities to include directing, coordinating, and managing logistic support requirements at contract specified levels.  Establish program management office policies, work assignments and internal responsibilities.  Responsible for staffing the organization and ensuring personnel are properly trained, evaluated and motivated to achieve company goals and objectives.  Establish a strong working relationship with internal and external customers and serve as company liaison to the customer.  Implement a pro-active safety program that achieves world-class performance in terms of mishap prevention.  Ensure program activities obtain optimum use of parts, facilities and personnel.  Job qualifications are Master’s Degree and 4 years relevant experience, OR Bachelor’s Degree (BA or BS) in Business Administration/Management and 6 years relevant work experience, OR Graduation from high school or equivalent and 10 years relevant work experience. 

 

CONTRACT ADMINISTRATOR

The incumbent shall coordinate contract administration and direct the activities of contract administration personnel.  Focal point for receipt of all requests relevant to assigned contracts.  Write and/or review cost tracking orders.  Prepare budgets, forecasts and reports for assigned programs.  Review contractual requirements and ensure adherence.  Review, discuss and negotiate contract terms and conditions and negotiate contract modifications.  Job qualifications are (1) Master’s Degree in Business Admin or Procurement and 1 year experience, or (2) Bachelor’s Degree (BA or BS) or 24 semester hours in related field and 3 years relevant work experience.  FAR/DFAR/CAS knowledge and 40 hours intermediate/advanced specified contracts training are also required.

 

 

PROCUREMENT ADMINISTRATOR

Job duties are:  Assist in the supervision and administrative coordination of procurement personnel; perform the specific functions necessary to ensure implementation and execution of the company’s policies in regard to procurement functions; frequently exercise independent judgment.  Solicit and analyze bids; award subcontracts; interface with suppliers to resolve warranty issues, over-shipments, pricing discrepancies, etc. Job qualifications are Bachelor’s degree (BA or BS) and 4 years relevant work experience, OR Graduation from high school or equivalent and 6 years experience in work directly related to government purchasing/subcontracting.  Knowledge of FAR and Cost Accounting Standards is also required.

 

 

CONSULTANT JOB DESCRIPTION

 

This position will provide services which consist of operational and technical expertise enabling successful implementation of Data Quality objectives and strategies. Provide corporations and government agencies with the expertise needed to solve management problems quickly. These types of problems may result from rapid expansion, business relocation, technical innovations, or competition from other corporations.  Analyzes problems in the client's business and devise solutions. Present solutions to their clients through written and oral presentations. Consultants also assist clients implementing the proposed solutions. 

 

Job qualifications - Undergraduate degree or recognized technical diploma in Computer Science or related field, along with a minimum of eight years demonstrable experience at a senior level in the information management and systems environment.  Provide a confirmed working history which demonstrates excellent analytical, organizational and problem-solving aptitude.  Present outstanding leadership capabilities, illustrating proficiency in both verbal and written communications.  Project management utilizing the full systems development life cycle; identifying issues and forming hypotheses; formulating and implementing recommendations/solutions; ensuring the client receives the assistance needed to implement the recommendations/solutions; managing projects and programs; leading and managing those within the team, including analysts; larger leadership role in the management of client relationships.

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the indicated SCA labor categories are based on the U.S. Department of Labor Wage Determination Number identified in the matrix. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.
